Norm-referenced assessment commitment. As required for TEFA-participating private schools, Red Comet administers a nationally recognized norm-referenced assessment annually to all enrolled students in grades 3–12. There is no STAAR requirement. Parents authorize Red Comet to share results with Odyssey for program reporting.
Enrollment contract reference. Each enrolled student's family signs a Red Comet Enrollment Agreement that governs tuition payment, refund policy, withdrawal terms, and family responsibilities. The Enrollment Agreement is independent of the TEFA program; the Texas Comptroller has confirmed that private contracts between schools and families are outside the scope of TEFA program rules.
Non-discrimination policy. Red Comet admits students of any race, color, national or ethnic origin, religion, gender, gender identity, sexual orientation, or disability status. Red Comet is non-sectarian and does not require participation in any religious instruction or activity.
School autonomy disclosure. Participation in TEFA does not make Red Comet a state actor or a recipient of federal financial assistance, as confirmed in 34 TAC §16.408. Red Comet retains full autonomy over admissions, curriculum, instructional methods, and operational policies.
IEP and special-needs limitations. Red Comet welcomes students with documented learning differences and provides academic flexibility through self-paced learning and an AI Companion Tutor. As a private school participating in TEFA, Red Comet is not required to implement an Individualized Education Program (IEP) developed by a public school district. Families with significant or specialized special education service needs should consult with Red Comet's enrollment team before enrolling, and should plan to use a portion of their TEFA award for therapeutic and support services from other approved TEFA providers.
